Why can’t it be that has soon as you create a blog it can’t come with adsense?
Why do you have to be 18 years old to have adsense?
Why do you have to have a google account to add a comment?
Can you make it that anybody can add a comment?

Re adsense, we do not know the definition of this word.
About needing a google account, it is these requirements that have made Google so rich. For example, they may feel that once a person establishes an account the person will use it and discard their many other accounts. And the more the person does on the Google sites, the more popular they become, and the more ads Google will have, and the more they will charge for their ads.
Also there is the question of privacy. Once a personal account is established, the easier it can be monitored.
